"Which standard is stricter?" comes up often, but there is no direct answer, because these standards approach the same subject from different angles.
Difference in scope
| Standard | What it does | Binding force |
|---|---|---|
| PED (2014/68/EU) | Sets the conditions for placing pressure equipment on the European market | Legal requirement; CE marking |
| ASME | Defines design, material, fabrication and inspection rules | Binding through contract or local regulation |
| API | Equipment and practice standards specific to oil and gas | Industry acceptance, binding via specification |
| ISO / EN | International and European dimensional and material standards | Binding via specification |
PED is not a design standard. It defines which equipment falls into which category and which conformity route applies. Design is usually done to EN 13480 or ASME rules, while conformity is declared against PED.
For flanges and connection items
Flanges, gaskets and fasteners are often treated as pressure accessories. For a plant destined for Europe:
- A material certificate (EN 10204 3.1 or 3.2) is required
- PED compliant material approval (AD 2000 W0 or equivalent) may be requested
- A notified body becomes involved in higher categories
In US and Middle East projects, ASME B16.5, B16.47, B16.9 and ASTM material standards govern, with API 6A, 6D and 607 added in oil and gas service.
The practical approach
Rather than comparing standards, look at which regulation governs the project. Order to whatever the specification names, and where several standards appear, clarify the order of precedence at the enquiry stage.

FAQ
Is PED a design standard?
No. It is a directive governing market access and conformity; design follows standards such as EN 13480 or ASME.
Which is stricter, ASME or PED?
They are not comparable. ASME sets design and fabrication rules, PED governs legal conformity.
Is a PED certificate required for flanges?
It depends on project scope and equipment category; material compliance and certification are defined in the specification.
