A lap joint flange comes in two pieces: a stub end welded to the pipe and a loose flange rotating over it. Bolt holes align easily, which shortens assembly on lines that are opened often.
On expensive alloy lines only the stub end in contact with the fluid needs to be alloy, while the backing flange can be carbon steel, which reduces cost. Class 300 means a thicker body and a larger bolt circle than 150# at the same size; it is the standard class for medium pressure process lines. See flange types guide for the details.
