A blind flange is a solid flange with no bore that closes the line completely. It is used for line termination, maintenance isolation, pressure testing and capping spare outlets.
Because pressure acts on the whole face it is thicker than other types of the same size and class, so stud length is calculated differently. Class 150 carries roughly 19 bar at ambient temperature, and that value drops markedly as temperature rises. It is the most common class on general service lines. See what is a blind flange for the details.
